According to FO1/2 gameplay mechanics, you basically need to blast the Power Armor apart to hurt its user. The only way to get a suit intact would be to actually find it in a storage somewhere. Most suits in Navarro were worn by soldiers who either fled or got shot apart to the point where their armor was left unusable (at least not without a restoration by somebody capable).

Farms turning to dust is a common and joining the army to earn for back home is also a story you hear from NCR Soldiers like (IIRC) one of the Misfits.

There's also the ongoing economic collapse after the BoS destroyed the NCR's Gold Reserves, making their currency entirely fiat. Given all the troubles going on with the NCR already, and the fact that other groups like The Hub have already felt confidence in reinstating a water-backed currency (especially important with the droughts in the region), a loss in the Mojave would shatter what remaining confidence there was in the NCR and send their fiat currency into a total depression.

It was made incredibly apparent by the first season of this show that the creators have only played Fallout 4 and 76 where power armor is more abundant than functional firearms. Expect nothing.
