No. Linux handhelds are what you want because they have significantly better emulators and support from the homebrewing community. Android emulators have horrendous UI, have to deal with jumping through hoops to set them up or set up a frontend, run many platforms like absolute garbage like PS2 and Vita, and at the end of the day are really terrible phones. If you are going for cheap stuff up to PS1 you get a Linux handheld because they're like $40. If you are going anything higher than PS1 you buy a Steam Deck because anything in between Saturn and Wii is going to be around $50-100 less than a Steam Deck for massively less benefits and flexibility.

An RP4 is $175 before tax and shipping. An RP5 is $220. It can only realistically do up to PS2 and GC at a reasonable framerate and if you're going to be doing PS2 you're at the mercy of crappy Android PS2 emulation that hasn't been updated in years.

For $100ish more you can get a refurbished Steam Deck that plays PC games, can dualboot into Windows, has significantly better emulators because you get access to nightlies since it's Linux, and doesn't require you to jump through half as many hoops to do stuff with it.

To be fair, consoles are viable for 5-8 years but graphics cards alone typically cost around if not more than one, especially nowadays and start to at least show some cracks at the 2-3 year mark. Your example is a few years out for unrealistic expectations, but typically people spending big money and having stuff get obsoleted or at least deprecated as quickly as they do compared to other things they spend big money on doesn't sit well with a lot of people.
