Look at the difference between a game made in 1994 and 2004 and then compare it to the difference of a game made in 2008 and 2018.
Huge leaps were being made every few years, the next big thing was always just around the corner. Diminishing returns have gotten so severe I struggle to perceive whether there's any actual returns happening at all.

Lots of innovation and experimentation between games. You can tell them apart from a quick glance.
Most titles are gameplay-first, difficulty is higher on average and they don't treat you as a retard who needs constant handholding.
And last but not least, what we call "soul". Every work is oozing with genuine passion and is made for the gamers, not for people who don't play vidya or as propaganda.

Yeah, it was. Of course, you can ignore console gaming, which was absolute fucking shit. Consoles were severely outdated by the early 90s, when gaming went through a revolution on PC, while the consoles were stuck in the 80s. Consoles were only really good for sports games, racing games, fighters and games for kids. It was like two entirely different hobbies.

Both. It was a good era. Being nostalgic for a good era is good. You can still play those games but you won't have the same sense of seeing new novel things first released, the places you see them in, the sounds and smells, the communities around it, the optimism, etc. It was a whole life experience in the way things felt back then
