GTA IV has one of the only "revenge bad" narratives where sparing the person you're trying to get revenge on actually makes sense. Giving the player the option to kill him also demonstrates that Rockstar had a modicum of confidence in their own writing to deliver that message, which is nice.

I don't think all the GTA games were / are made for that purpose, but GTA V was very obviously made because Rockstar North were told to make a new GTA game and not because it was a game they genuinely wanted to make.
