It wasn't even for Breen to stay alive (though it might have been presented by such to gain his cooperation), it was for the Combine to keep his psyche and knowledge archived for later use as needed. If they ever needed to know something out of Breen they just had to spit a copy of his brain into a host body and torture it until it told them. The same applies to military personnel, politicians, spies, artists, philosophers, random civilians etc on Earth and across countless other worlds. Breen as we knew him died when Gordon blew his ass up, and the combine was just twisting the rag for info to see if he knew something that could unfuck the deteriorating situation on Earth. That slug would've been a soup of experiences endlessly recopied and edited to the point you couldn't even call it a real copy of Breen anymore

One of the things they stated in the HL2 documentary was that they were basically getting tired of making the same game over and over. If they were to make it for the story, they would have delivered in about a year, but they wanted to find some hook for the player to feel interested. They gave up and moved on to L4D.
I read an interview years ago from I think the Red Orchestra 2 director and he said they got a couple teens to playtest and they said the time to ADS and raise up the ironsights felt "too slow," because it didn't match the ADS time in COD and he ended the interview by saying he upped the time a few hundredth or thousandths of a second. My point is that a game that would fit with what would make sense for Half Life fans and as a Half Life sequel wouldn't make sense for a FPS released in 2034. You have to pick pleasing a niche audience or having your game sell. Yes it's too late, they took too long.
