Gilgamesh is the strongest "normal" servant that can be summoned in "normal" conditions (aka no faggot gacha power creep and fanfiction). Even then he's still a jobber. The realistically best servant would probably be either saber/archer Heracles or saber Artoria with Avalon.

Anyone who says that Archer Heracles is guaranteed to win anything doesn't understand Fate at all. Name five times when the one who "should have" won actually won.

Mate non-jobbing Heracles is a literal myth in fate. Nasu and tons of nips dick ride Heracles into the ground, he is way too perfect for them to ever try to seriously include in any story. He has to be fucked over as either a berserker or turned into a mortal manlet with a paper bag over his head THIRTY SECONDS after he spawns as a knight class.

Saber/Archer Heracles is the closest you can get to an auto-win even with Nasu's jobbing power scaling and DnD luck rolls. He doesn't fuck around, he doesn't waste time or posture, he is a professional hero. If he was summoned as any knight class in FSN, the moment he saw Illya and how she was treated, he would have immediately slaughtered every single other person in the Einzbern castle. Archer Heracles could win in a single night by sniping everyone across an entire city (much like Gilgamesh could have won on the first night in Zero if he was allowed to).

There is no possibility that Archer Heracles would ever be a protagonist. That means he's inevitably gonna be a rival or an antagonist. You understand? Archer Heracles is guaranteed to lose because he will NEVER be the main Servant.

Besides, the vast majority of the time, it doesn't actually matter how strong the Servant is. What's usually far more important is the connection between the Master and the Servant. Fate is a series where three rules prevail:

1) Love and friendship conquer all

2) The underdog usually wins

3) The Master is usually the key the victory, not the Servant

There's actually no reason to believe that Heracles is a superior sniper. I mean I'm sure he's great at it, but as far as I'm aware, there are no stories of him engaging in long-ranged sniping. That's more of an Orion trait. Heracles was a generalist. He was great at everything but not the toppest of tiers at anything. Given that he did defeat the Hydra, though, I'm sure he's a very fast shot.

But in general, the mark of a hero is the ability to overcome fate. So if a Servant's "fate" is to be defeated by Heracles, then the test for that Servant's heroism is being able to conquer it. It's this principle that's the reason why even a weaker Servant can potentially overcome a superior one. It happens all the fucking time. This is the series where Charlotte Corday defeated Odysseus.

Powerleveling doesn't really work in TM. It's all about circumstances and compatibilities.

Also the Master's tactics, strength of character, willpower, bonds with their Servant(s) and, depending on the scenario, what they can bring to the table ability-wise. Servants follow their Masters' orders. If they're out of sync, then even the strongest Servants tend to fail miserably.
