Clair Obscur in particular has a very well documented development history, and it kept the same art direction since the first pieces of concept art, except toning down the purple lighting in the overworld.

Nigga that's how every games are made, even AAAA slop. While 99% of the studio is making a game you can a skeleton crew working on prototypes and doing pre production work for the next game so they don't have to fire everyone when the game is out.
Even third parties fishing for contracts have a playable demo so the publisher will be interested in supporting them.
No the new meta is to not doing anything and buy assets on the unity store so you don't have to actually pay anyone and it's much, much, much cheaper.
