There wasn't a Cyrodiil culture in Arena an Daggerfall. Imperials were just a mix of the human races with the Imperial family being mostly from a breton stock (due to Tiber Septim coming from High Rock)
Then Redguard added the Imperial race with the Coliva/Nibenay divide.
And then in Oblivion retconned the whole thing and made Cyrodill a western european fantasy land, pretty much High Rock with roman names really

Colovians and Nibeneans were never different races, just different culturally. Like Ahslanders and Mainland Dunmer or Crowns and Forebears

They have some racial differences, with the Nibenese being more Nedic and the Colovians being more Nordic, but I guess that by the Third Age the difference would have been mostly cultural and you could have them as a single race in gameplay.
