For the same reason they won't do it for FFXI, it's too much work for so little gain. With WoW Blizzard has millions of lapsed WoW players they can hopefully bait back into the ecosystem with legacy versions, anyone who is interested in playing FFXIV is already playing.

This is a weak argument though, because it implies that people who play retail FFXIV would move to a classic server. It's more likely that the people who don't enjoy DT or care to start the ARR-DT grind aren't playing FFXIV at all, and hence there's nothing to really split.

I played Ishgard restoration heavily during all the skyward rankings and got titles from it. I got one Cosmic relic and haven't logged in since. Probably more useful if you have to level crafters but I don't see any reason to do it other than getting a relic or leveling, the base expansion isn't even that interesting.

There's more than a few reasons.

The game hasn't changed enough to justify going back, and most of the content that was there in ARR can still be accessed in DT.

Servers already shit themselves on the regular as it is, imagine if they had to split them up with a second version of the game.

Splitting up the playerbase for a game this small is a really bad idea, the game's already pretty barren during non-peak hours, now imagine the best case scenario of a 50/50 split across the two versions of the game.

There just isn't a demand for it, WoW Classic came out after Blizzard shut down numerous private servers and got asked about it constantly at Blizzcon, there was a loud enough fan outcry and dissatisfaction with the current version of the game to make it happen.
ARR just doesn't have that kind of motion behind it.

I'm all for games preservation but unfortunately games like XIV were never meant to be accessible forever, it's just a blessing that the devs still encourage you to experience the bulk of past expansion content rather than casting it off to the side or deleting it outright like similar games do.

The content and carrot on a stick was the drive of the player to achieve something and 'see more' of the world, sometimes their goal was to help other players out, some people's 'content' was roleplaying or using the MMO as a chatroom thats behind a paywall
