Because they near universally (there is not a single 'popular' gatcha that doesn't) are developed with the gatcha as the core money making mechanic, thus they're all developed in the same manner because it's what works.
Gatcha wants FotM + FoMo since it gets people to run the gatcha past the freebies that they offer and thus make money, hence any focus on characters is not allowed to be permanent. There must always be something new or shinier to have each month. This puts constant resource strain on development of new characters and systems to try and avoid having things be too much of a flat upgrade at once while trying to milk new and appealing trends.
As a result, game wise characters tend to then result in having to be very low effort. Switch-spam gameplay exists to both facilitate the larger cast and "more things to get" as well as trim the amount of effort required for a character. Each character is shallow and low effort because that's not what determines what sells, it's a little bit of flashy stuff and nice first impression. As a backup, you can also just power creep but it has to be done slowly over time.
So your characters are all shallow/one note (mechanically/theme/development wise) because it's just not optimal to waste dev time with old thing when you can make shiny new thing.
Plus, Gatcha wants to be easy but time consuming. It wants the biggest possible playerbase and wants them to spend the most amount of time in it. Game can't be too actively challenging since that will filter your whales and other casuals. But you have the grind in there to entice the f2pbies with just one or two extra rolls to keep everyone grindin. As a result, they tend to be stat games where realistically, you might save 5-10% time of mashing by doing a optimal thing, but most the time it's just "have you got enough stats from grinding X/Y/Z" with new characters providing generally optimal things for current content, further enticing the idea to go roll.

Restricting your systems like this doesn't let you actually use them to their full potential at all. So they suffer, for the sake of the gatcha part of your game, which drives down the experience.

Live service games of course suffer from these exact same issues. Gatcha just tends to exacerbate them because the product is more directly focused on the gatcha mechanics itself which tends to make it more likely for everything else to get sacrificed in exchange for the success of the gatcha aspect.
In general RNG aquisition is more predatory, but I'd 100% agree that something like warframe (cited because I'm familiar with it, but also because it's a heavily PvE core game which near universally successful gatcha are at their core) has practically every complaint I'd assocaite with gatchas associated with it. Gameplay is shallow and "not too hard" numberstick gameplay once you get down to it for most missions, focus on individual warframes past a tiny portion of story for each is non-existent. The 'progression' is entirely 'how many things have you gotten, leveled and probably gotten rid of right away'.

You don't have to level up your character today and then take a break until tomorrow to tackle her talent tree. You don't have to worry that you won't have enough pulls for the sexy idol; she was guaranteed the moment you bought the game. $60 for her and everyone else + the rest of the game. The game doesn't try to pressure you to come back every day. No filibustering to try to keep you from spending your freetime elsewhere, either (GFL2 isn't bad about this; the writing is actually pretty solid).
All new units are acquired and strengthened through game advancement, not through grinding and/or paying to pull on some slot machine. You find the character in a village and her weapon at the end of a sidequest. Or you pay non-premium in-game currency. Or you go down a tech tree. Or some mixture thereof.
The game is balanced around having interesting challenges with a beginning, middle, and end, rather than the time-based power creep of gacha meant to lure you into pulling for new units so that you can crush everything on a little map with their skills.
