Realistically you don't and that's what the suits need to grasp. Live service success is entirely up to chance or already having an extremely successful brand to piggyback of that already has the userbase and gameplay style to facilitate it.

Rust and Tarkov got big because they were the first big players to the genre.
Fortnite got big because it pivoted from a tower defense or whatever it was to the battle royale genre when it just started being a thing and used the small userbase they had already fostered to spread the word about it. They then facilitated its growth with the crossovers in addition to more recently removing an aspect everyone hated about it which was the building. Fortnite as a brand and game was on death's door until they lucked out into the genre's new existence and ability to pivot their game easily into it.
Call of Duty Warzone got big because they already had tens of millions of people playing Call of Duty and it was a free version of Call of Duty.
Overwatch got big because at the time there wasn't much like it outside of TF2, and saying TF2 is like Overwatch is the biggest stretch you can make because it's barely anything like it.
Marvel Rivals got big because people were sick of Blizzard and Overwatch and MR provided a brand they cared about with things they could joke about (The ult lines), appealing visual designs, and gameplay from a company that showed they were at least listening to complaints fans had with a solid promise for the future. Marvel was already huge so this getting big is more down to circumstances surrounding Overwatch.
Destiny got big because they had Bungie coming off of Halo hyping the game meaning they already had an install base off of Halo, the game itself was solid enough to give people hope, and the issues with it weren't egregious enough like Destiny 2 to push people away yet.

It's infuriating to see all these live service games get hundreds of millions of funding to chase a golden goose of luck.

I forgot to mention Genshin Impact which also got big specifically because of Covid, the controversy of being a BotW ripoff, and the fact that it was a gacha game that essentially played like a $60 open world AAA game for free instead of an autobattler. That opened the floodgates for them and the mix of all three of these things happening at once cemented it as being successful.

It drives me nuts that companies are so bad at analyzing the market when why these brands succeeded is simple to see and understand yet they think they can just jam in a new one in there as if it's going to suddenly be successful.
