The Jailor put Arthas in an unfavorable position.
If he did not act, his people would still die and become monsters.
If he did act, which he did, he would be seen as a killer despite all of them being already dead.
The only way for Arthas to save face would be to have the support of Uther and Jaina but they abandoned them because they didn't want to tarnish their image.
So it's not about Arthas being a bad prince, but about Arthas being played like a fiddle by a titan like entity.

WoW lore is dogshit in general but Shadowlands will always be the worst offender for going back and fucking up the entire W3 story for no reason.
Undeads weren't an unstoppable army of millions at the time. Stratholme was the first big town to get plagued, and if you played the game you'd know that the newborn undead army runs over you if you don't kill the citizens.
It wasn't in the millions yet, if Arthas purged Stratholme and stayed home instead of chasing Mal'Ganis they probably could have won honestly.

They may have lost eventually to the burning legion in the sense that many of the events that take place in the campaign no longer happen, and the new events may not have lead to humans orcs and night elves working together to defend the world tree.
But looking at it in short terms, the Northern Kingdoms likely could have been saved if Uther manned up and did what needed to be done.
