Cate is a great skin I love her color scheme, and thank god they actually gave her an ass, its not RTL or Mrs. Incredible tier but its not flat like Meowskulls

Honestly building is what put me off the game in the first place so maybe I'll give the game another try. How often do they rerun the collab/crossover skins? Think I'd have to buy Cell.

Some of them are BP locked like main character skins and whatnot, but a lot of villains and side characters often appear as shop items, Cell's at least one of those shop items.
Cell was in the shop about a month ago so give it some time and he should appear again.
