We never got to that part of the plan, so it's unclear how exactly he wanted to go about it. Theoretically he could've just mincontrolled world leaders from the shadows. But if he was aiming to become the openly known wizard king of the world, then yeah, him and his goons would be susceptible to assassination through mundane weapons.
