Shift Up has typically not published its own games. Of the three games its released (Destiny Child, NIKKE, Stellar Blade), none of them were originally published by Shift Up. Only in the case of Destiny Child's global release did Shift Up take on publishing duties and that was only after the originally publisher was replaced.

It sounds like this is what Shift Up typically does. They're just a development studio and they need a publishing partner for their games. Fromsoft has been this way and is only now working on publishing their own games. Fromsoft even bought the Elden Ring IP from Bamco last year.

I'm guessing IP ownership is shared or in some arrangement where Shift Up has some say in its use.

Makes sense, can take a long time for a business to become self publishing. Even if Sony owns the IP, at least they're open to put their games on PC with the changing market. And I don't know how much the Switch audience would care for this one anyway.
