Which means it must be in development by now if they had a soft release date anticipated, but obviously that whole schedule was delayed by a couple years, with Starfield releasing in 2023 and Oblivion in 2025. Assuming TES VI has had a similar delay, it means it will be coming around 2027, if it doesn't get even further delayed.

If They did a settlement system for a guild where you manage a fort and deal with quests where stuff attacks you or you send out raiding parties, or gather stuff to improve the fort it could be great.
Imagine the fighters guild is all about building up and managing an old fort, and making war on bandits in other forts
step one, we want to take over this fort but it is currently occupied by goblins, help us clear it out
step two, some quest out in the world for whatever reason
step 3, time to reinforce the fort we need X resources, and need you to clear out the forts mine of spiders or whatevr
step 4, the fort is getting attacked, help defend it
Throw in some quests where its non linear and you decide how to upgrade the fort, get materials for a ballistae, get more recruits to man the walls, sneak into enemy bandit fort and kill their leader to delay or weaken the next attack, etc. The whole quest chain could be some sort of campaign where you build up the fort and eventually take over a bandit factions forts and defeat them, or something.
This could potentially be really cool provided they dont't excessively focus on it. It would get to a point where most of the game would be making you do the work and also turn the game into tower defense. It would be good in small doses though

What was even worse in fallout 4? lack of NPCs. Atmosphere wasnt as "epic" in fallout 4.

I just recently played through Breath of Fire 3 and you can create your own village with a race of fairies and they eventually sell you end game items, end game gear and even help support you in ways like duplicating stat items or finding rare things that take forever to find. If a settlement system in elderscrolls 6 is in place it needs to have some meaning to the player other than building for the sake of it. Allow players to reap the benefits of starting your own village/city/settlement, actually make it worth the players time

Tears of the Kingdom has a larger map, an underground zone just as large as the above ground, and numerous sky high islands, all fully explorable without a single loading screen. Every single building and cave enterable without a single loading screen with the only loading screen in the game being shrines. The world is fully interactable with you able to cut down trees, break rocks, actually climb cliffs instead of awkwardly walking up a hill until the game says you can't anymore, every single item has a purpose instead of a good chunk of them being literal useless clutter like bethshit, the ability to create campfires anywhere that have several uses, and even make whatever the fuck you want by gluing shit together. The map is so much better than literally any game bethesha has ever made it's an embarrassment. There's equipment upgrading, magic abilities, wide variety of side quests, and the ability to go straight to the final boss after getting through the tutorial. Everything bethshit does TotK does either equally well or significantly better, and TotK is glorified DLC for nintendos first attempt at an open world game.
And ZERO game breaking glitches that plague the game that requires years worth of patching to attempt to fix, with the only bug fixes being item duping.

All the modern engines are just modified versions of older assets. CoD engine is based on id tech, Unreal 5 is still based on the original unreal, Source 2 is based on Source which is based in GoldSrc.
The real problem Bethesda has with their engine is their workflow, The main devs don't work on an engine level, but through the Creation Kit.
Also Bethesda would kill their only selling point, mod support when switching to a new engine.
