You need to be at least a semi-decent writer for videogames if you're trying to make something that's not just the game equivalent of encountering a finger trap for the first time.
Putting together a lot of gameplay without degenerating into soup or disrupting the ludo is somewhat of a challenge. Bad writing is why "cinematic games" are neither cinema nor games.
While it is important to distinguish games with so-called "RPG elements" from RPGs, for the same reason that you distinguish games with "Stealth elements" from stealth games, quite a few of those points seem optional. Skill-based leveling, shops, crafting, companions, explicit narrative paths and even a distinct playable character can probably be foregone or exchanged if the game still attempts to uphold the values of a roleplaying game.
Skyrim drastically reduces its complexity as an RPG and fails to meet those criteria in anything but their most literal definition and it fails the last criteria by practically any definition you can think of.
Essential NPCs, map markers and so on are practically anathema to a sense of freedom.
