You could alternately see it as how many people were used by each one to build or maintain their position, a higher number each time (the sports teams and such, at least a couple dozen painters, the people of the city being atms, thousands of workers deemed robots, the beasts and such made up of the public).

I think there's at least something interesting in the concept of how much power imbalance is going on.
