It's basically an open secret that Cyberpunk was made in only 2 years. When they showed that 40 minute demo in 2018 it was a vertical slice and there was literally no game outside of that. Plus they completely changed everything when Reddit Meme Man got his role.

What's the appeal behind this game?

I torrented it on release and was not impressed. I put 10 to 15 hours into it, just fucking around and doing mainline missions.
I dropped it after the heavily scripted car shoot out mission.

Ignoring launch date optimization issues, I wasn't impressed with what I played.
It was more of a first person GTA with half the detail and interactivity than an interactive sim.
The fact you couldn't kill certain NPCs and lock yourself out of optional quest lines is baffling for a game released in 2020.

They should've left all the bugs in, it was honestly one of the funniest video games ever made.
