The last game that could handle this many units onscreen all smashing the shit out of each other was Mount and Blade. The PS2 was capable of doing a few things with the right amount of tweaking involved. You won't see the average UE5 sloppa rendering that many units on the screen without it shitting a cinder block.

I remember playing Phantasmagoria back then and imagining that the future would be a mix of graphics and real-life acting.
Today I find it strange that they spend money and time animating the characters with mocap actors when they could simply film the live-action scenes with the actors in costume and include them in the middle of the game.
Kind of like Alan Wake 2 does.

It makes level design harder too, but developers have mostly abandoned it as a concept anyway in favor of either open world or hallways

Budgets exploded during the 7th gen, making developers risk adverse. Copy the latest trends formulas, design-by-committee instead of passionate Directors, etc.
Budget increases and industry growth led to team size bloat. SNES/PS2 games made by a team of 50 passionate people in 2 years is out the window. Now you get 1000+ people teams in a sterile corporate culture.
It's incredibly damning games from 20 years ago (e.g. Morrowind) have more depth in game design than modern sequels. Baldur's Gate 3 blowing every normalfag's mind simply by having CRPG game design from 1990s/2000s will never not be funny to me.

I get your point, and I had expected the same development back in the Night Trap era. I'm glad we didn't, though, because having the characters in cut scenes look like they do in game turned out to be important to me.

Around 2004 CPUs stopped improving. So we had to just add more and more CPUs and try to parallelize stuff. Unfortunately you can't parallelize complex logic, only simple repetitive shit like rendering polygons/particles.
And now here we hare with 1200W GPUs rendering more and more dumb shit for the same shitty gameplay loop from 20 years ago.
