Low resolution and perforated frames (many required for a full one, missing pixels filled with previous and guesswork, resulting in motion blur) and making common and complex objects 2D would fix this.

Because previously, games had to be finished and optimized on day 1, no do overs. normalizing day 1 patches has also, invariably, normalized other forms of dev laziness and corner cutting. Optimzation was traditionally the last stage of dev, and these days games are literally releasing YEARS before they're actually in a shippable state.

1. Lots of game devs are no longer designing small, contained levels, with baked-in features. They are bigass open worlds, with dynamic lighting, day/night cycles, and weather effects. Filled with fauna and npcs moving about. all that shit.
Some companies (practically just Rockstar and a few others) can do it pretty well with their own engine builds. The rest of the industry is unironically **still** playing catch-up with designing their games at this level, all while utilizing modern technology/gimmicks. I bet it's still outside the scope of a lot of these teams.

2. Developing these games changed when patches became normalized, post xbox360/ps3 era. As in they can roll out a game that is unfinished/unpolished and fix it along the way. Sucks, but on the bright side we don't see as many big projects run out of funds before it's finished, or flat-out fail to meet deadlines and get axed.

Optimization takes place at the tail end of development and could be anywhere from a couple of weeks to a few months. Most fans are willing to wait that long. It’s investors and people at the top that determine it’s not that important and to rush out a game even if just a week or two of optimization would fix a lot of problems. Most of the gains could be made from some low hanging fruit and wouldnt take ages to get big performance gains. It’s not the fans faults and even most devs are willing to. But they simply arent given the time because higher ups have decided it’s not worth it and better to rush a product out ASAP especially if there’s been delays already, which there usually always is. An extra month or two of dev time may not seem like a lot but to them it makes a difference and cuts into the bottom line.
