The people enabling these changes are true believers. They are Japs who use the moderate pressure from the West to pozz Jap games, to actually implement their own rainbow pozz agenda in Japan. These elements can twist and contort the actual demands from the West, elevating them from a "low to moderate concern" to a "pressing concern" (not least due to the lang barrier).
