StarForce was the one that bricked your disc drive, it's the one that nearly killed the concept of PC DRM entirely. SecuROM was the one that started the mandatory online activation bullshit and forced players to migrate to Steam.
The problem with SecuROM was that it was tied to your game serial key + a hardware key unique to your computer. Got a new graphics card or updated your motherboards BIOS? You're gonna need to re-active then. And these were "Lifetime Limited Activations". Some games had 3, some had up to 7 activations. Ran out of them? You can either go begging customer support on their hyper-expensive phone hotline or buy another copy.
Steam simplified all this by just letting you marry the game to your account. Some games still had SecuROM bullshit just like their disc counterparts, but it was only a few games and was soon dropped in favor of the modern Steam DRM and eventually Denuvo.
Eventually most SecuROM games got de-activation tools letting you free up old activations, but it was way too late by then.

If you try to change it back you get a locked account for changing countries too fast. Games here are a lot cheaper than they would be otherwise too, and its not like the country has any sanctions on it or anything, its just small. Pic related, regional pricing (its in USD).

My guess is that it's still tied to the PSN shitshow since the blocked countries are pretty much the same on every other Sony game. Yes, the game technically does not require a PSN account, but given the wording right on the Steam page "while your accounts remain connected", it does have some always online bullshit going on, checking for PSN connection if you want that optional outfit.
