I think there will be a main plot wherein idk noelle's mom is the knight, the roaring happens and we save the world. There's some loop around going for some sort of true ending, which ends the same way (or the first one doesn't have a real ending).

Neither truly involve Gaster other than the start/Toby's twitter, and then there's probably some wacky ass alternative routes that lead to the same ending but have a very big arc around.

The thing is, that even if you've played Undertale you can do both endings AND genocide and never know about Gaster. So unless ALL backstory and lore thus far is somehow worked into Deltarune's main plot I can't see how he'd make an appearance in the main plot of the game.

Kris is at his most active around Noelle. He generally gives you the wheel once it comes to Susie (he'll be annoyed with You if you don't like her though) and especially Ralsei though which is interesting.

Toby's position has always been that the story that he published in the game is the whole story. He likes writing short stories, roleplaying and doing ARG shit for the superfans who ravenously dissect everything to get more insight on the games and what's going on in his head, but none of that stuff is ever "part of the story" in the sense that you would need to read it to understand the game. It has meaning to people who seek it out, but it's never explaining something or giving meaning that you couldn't find elsewhere.
This story is obviously meant to be Asriel's perspective on Chara, giving them characterization that they're lacking in Undertale, but it's entirely up to your interpretation and doesn't really change the story.

Sorry to jump in but we don't know that magic exists at all in the light world.
There's compelling reason to believe it doesn't, outside of a few monster's inherent biology.
Some key differences are like the oven description in Undertale vs Deltarune. Toriel uses fire magic in Undertale. She uses powered cooking utensils in Deltarune.
When Kris searched "how to use magic" shown in ch2, what came up was "Jongler's book on jongling and other tricks" which is implied to be sleight of hand stuff IIRC.
