I find that the dev didn't really get Under Tale despite trying to ape it. It seems that he got pissed that many people genuinely found the genocide route more gratifying than the other routes. He made genocide harder with each update, in the Extras there are thinly veiled moments of a character calling out people who enjoyed the genocide route, and half of the Ex stories aren't playable if you did genocide.
