Again, go boot up the OG version of Vice City and compare it something like Morrowind. Go boot up the original San Andreas and compare it to Oblivion or whatever the fuck you played that came out during the early 2000s. There is a reason GTA is way more popular compared to every RPG out there. Even tho that intro to FF8 is badass, the moment you start playing it feels bland. It takes time to "build up" the pace in those games. GTA takes you straight into the action: cars, music, shootout, comedy, sunset, hot women, cocky male leads, overall badassery and at the same time you're playing FF8, walking around reading text and listening to some atmospheric background noise with basic music in the background. I'm not hating on it as it is an epic game, but rockstar is on another level.
