If we're talking U.S. then its a state by state basis. From what I gather all states are hardline on parental incest but can be more lenient with siblings and cousins. New Jersey and Rhode Island as an example.
Well I don't think society is ever going to be hardline about these things but what makes an incestual relationship and a homosexual relationship or boss-employee relationship taboo are all for different criteria. Gays can't even procreate so no risk of a child that begs to be aborted and a boss-employee relationship I don't think are nearly on the same grounds for abuse that an incestual relationship could be founded on. not to mention that a incestual relationship would have massive fallout, imagine going to thanksgiving and trying to interact with the sister that you fucked and broke up with.
