The way backwards compatibility works on Xbox right now is that the disc reader identifies the game you put in then (for Xbox/360) downloads a specific package (basically the game in an emulator with all fixes necessary for it to run properly). Because they are technically redistributing the game, they need to get licenses to do so.
The SeX can just play whatever Xbone disc outright which is why all Xbone is compatible.
My guess is that a full Windows environment not locked into the design patterns of UWP might mean they can run the Xbox/360 OS containerized as a subsystem of sorts so that you pop the disc in and an entire virtualized environment runs it rather than being stuck with having to manually smash each one into a UWP container separately.

No third-party electron would force anyone who wanted to support it to maintain a separate backend, and that would give Microsoft more levers to degrade the user experience (embedded Trident fell out of favor because Microsoft pulled shit like this).
No win32 or other standard APIs would mean that third-party stores would have to support separate libraries with whatever more limited set of APIs Microsoft offers on the new Xbox. Steam is set up to support multiple platforms, and of course this is what Proton was really made for, but most of the other stores aren't equipped to handle it, and if Microsoft didn't offer Vulkan then Valve would have to create a separate solution for handling graphics.
Microsoft could just use ARM hardware for the new Xboxes too, which would accomplish the same thing by forcing third-party stores to use AMD64 emulation, or rebuild all their software.

Microsoft is probably striking a deal with Steam and getting a share of the store cuts. I don't see why Valve wouldn't do it, it's literally opening their store to millions of consumers overnight.

It is a lot more complicated like that. There isn't just one "Windows Codebase". There's NT, the win32 compatibility layer for NT, Microsoft's other user space, DirectX and all its various components, all the different unique UI toolkits, etc and they all have multiple internal forks.
The fantasy of game developers getting both Xbox and PC versions from one effort is still just a fantasy. There are a lot of differences.

Their keeping their store around to unify the Xbox and PC versions of it into one. For BC and because of the switch to Win32, they'll get the same games but the real question is it going to work like how the Steam Deck does it where Deck Verified games on the Steam Store are optimized, anything outside of Steam isn't?

I imagine Valve just doesn't have an issue providing a good service to people, but on microsoft's part this seems like a strategic decision to intentionally fuck up "low" spec living room gaming devices running SteamOS before it gets off the ground by parasitically attaching themselves as a "necessity".

Yeah, the rumor I'd always heard was that Microsoft licensing basically has a carve out for market segments Microsoft doesn't have an OS to serve, something they were forced to do when mobile got big, and it seems like Valve was trying to define handheld PCs and set top boxes that way in order to get OEMs on board.
So this could be Microsoft attempting to muscle their way into a niche in order to keep OEMs from ditching Windows licenses for it, even if the high requirements of Windows make the segment crash and burn.
They've done it before with Netbooks.

Yeah, Microsoft weren't all the interested in handheld gaming before the Steam Deck. The Switch may have gave them the idea for the Xbox Series S but the Steam Deck shook them enough to get serious with handheld gaming. Them basically making it an Xbox Switch is Microsoft incorporating elements from Nintendo in order to make it mainstream and its UI more console-like than SteamOS. Microsoft is essentially making a retard-proof PC that you can take with you or dock and play it on your TV. A portable/dockable Xbox Series S with a little more RAM and memory bandwidth and access to third party storefronts through the rumored unified Microsoft Store.
