Tbf, Azura was apparently one of the 4 most popular characters in Heroes team comps early on alongside Hector, Takumi and Ryoma. Combined with being from Fates and being a waifu, she has a deceptive amount of popularity.
Fjorm, meanwhile, is just shilled because she was the first Legendary Hero and IS can't let her go.

Azura's alts also performed very well in terms of % in team comps, so that may be another reason. As far as dancers go, she started as the best, was released originally as a 5* and has been reliably good for every alt.

See, that's the thing. Azura regularly tanks in sales. When Attuned Azura came out, it was the lowest performing banner ever, and by a large margin.
They've given Reinhardt more alts because of his meta memes, but it only ever seemed to apply to him. Other meta characters often get intentionally shelved, like Ophelia or Surtr. One alt after a five year wait, and still no refine.
I can only assume the game's director just really likes Azura.
