Ignoring the dogshit pacing, horrible plot and mindnumbing open world content, the next biggest issue with Rebirth is that there's no sense of character progression or even team progression because the gains from level ups and skills are so lacking. The team attacks are the only things that feel powerful but you can even roll those back so it doesn't feel like progression.
Like you unlock this friednship attack between two characters but you respec it so that those characters are no longer friends and don't want to do the attack? Ok whatever you say, game.

Midgar had like 10 materia in it and a couple weapon and armor tiers max in the first game. Creating an entire game around the place meant taking materia and equipment from the rest of the og game areas and progression in parts two and three was always going to feel awful.
