Main reason is fact that elves from different universes are in some cases very diffrent from each other in terms of appearance(including if female elves are always flat or can have magnificent milkgivers or do male elves are more masculine or feminime) and behaviour(are they isolationists or they came along with others, do they make tree houses or just have normal houses with fancy design). So basically making any elf-core requires you to make your own vision of elves and hope that elf enjoyers accept them and no matter what you do, you will probably piss off part of elf fans.
Dwarfs in other hand are very similar to each other between universes, short and bulky with beard, good warriors and crafstmen, like to dig for natural riches like gold and other ores. You have more simple plan to make dwarf core games. Even in sci-fi deep rock galactic dwarves are not much diffrent than fantasy dwarves, they mine for riches like dwarves, they just use guns instead of axes for combat.

The problem with elves is that they're just humans. Humans are the only humanoids that actually exist, so we have to write made up races like elves in a way that makes them truly feel like another species.

A human writer wrote that song and sketched that architecture, thus you must define what elves are notorious for and stick with that, otherwise the setting gets muddled because everyone is the same. Elves are physically weak. If they get hit once by a human warrior they will take some serious damage. Thus they are known for archery and magic. Your game must then revolve around that, and a game focused solely on archery or magic isn't that fun, especially since magic autists would prefer to self-insert as a human wizard. Also elves are typically annoying and uncharismatic, so it's another point loss for a fun protagonist. When it comes to medieval adventures, we tend to prefer grit and willpower as our strength that allows us to bash in a dozen orc skulls, which humans and dwarves possess, rather than acrobatic skills and grace carefully cutting orc throats.

In the Japanese, they refer themselves as "ningen", which means people, human-like, humanoid in general, and gets often translated as "humans". The word differentiates them from beasts and monsters.
If you really want to make an argument for them to be not elves, then point at them not having an extended lifespan or inherent magical abilities.
It's a tiresome discussion anyway, but it showcases in what sorry state Japanese elves are in when one of their biggest, most well-known pointy eared hero doesn't count as one.

Elves do have consistent tropes though. They're rarer sights in the world, long lived, beautiful appearances, tied to nature and/or magic, typically portrayed as more cultured, haughty or prideful, isolationists or a close knit tribe, etc. Even when they're more monstrous or more human than that they still retain these tropes to a lesser degree IE haughty becomes more like Tsun character or isolationist becomes openly hateful.
Dwarves too aren't exactly consistent themselves. Sometimes they're long lived as well, other times not. Sometimes they're portrayed as unlikable louts and rude assholes, others they are lovable boisterous fellows. Sometimes they're obsessed with riches, sometimes not. Heck sometimes they're magical beings, while others they're hopeless at it. Both of these races have a clear baseline to draw from.

Elder Scrolls has sea elves (Moarmer) which ride giant snakes and live in a tropical archipelago far to the south of Tamriel, the main setting of the games. Shame they don't appear in the mainline games outside of books since they're one of the most interesting elves in the setting.
