I believe that you can fork it, but you have to make sure that only people with access to the main engine repositories have access to your fork. Its possible to do that on Github I think.
Can't even blame it on the upscalers or TAA. UE5 fog softens scenes by scattering light, reducing contrast, and blending edges, especially with high density or low-resolution volumetric fog. Then you have bloom which softens by adding glow and blurring bright areas, spreading light into surrounding pixels, particularly with high intensity or large convolution radius. All UE5 games use both and I seriously have not seen one dev disable either of the features. We will never get a perceivably sharp UE game ever again.

It's not open source, but licensees may be able to share forks with other licensees as long as they can be sure the other guys are also licensees (thus who have already agreed to pay Epic royalties on games they release with UE). Not sure about this, but I remember there being some forks of the Engine which you could access as long as Epic gave you Github access to the main engine mirror on Github.

There's a thing called "progressive rendering", which is what I think happens in modern games. Basically, your GPU starts working on an image, but the game needs the frame now, so the GPU renders the image even if it's not really ready in terms of pixel convergence. It's this lack of convergence that creates the noise, because when the pixels are not yet stable, with each new frame, certain pixels will change color considerably. If you stop in an area with low, indirect lighting in any modern game that uses some form of ray tracing, you'll notice the image stabilizing over time, and this will be easily noticeable on the RTX3090 or worse (for true ray tracing, I believe only the RTX4090/5090 will outperform the 3090).
This noise you see with Lumen, or RTX, or whatever else you're using, is just one of several other factors that are degrading the image quality of modern games. And they don't improve with frame rate, because the process that is generating this is independent of it, and even on monster GPUs it will still take several seconds to resolve, especially in low light situations.
