Most of the team has moved on to Chapter 5 already. 3&4 are already essentially finished and the thing holding them up isn't actually the localization and porting, they're waiting on GameMaker to update the engine because GameMaker was not built to handle episodically developed ~40 hour RPGs with a ton of unique assets. They want (need) to restructure the game as seven separate projects that GameMaker can load as needed because the way it handles it now means there's a lot of redundancy that will cause development complications and affect the player experience (long loading times etc.) as the project gets larger.
We don't know enough to make promises but it will NOT take another three years for one Chapter.

Technically Toby hasn't specifically mentioned how many chapters the game would have.
Most statements regarding it refer to the game as if it had 3+ or 5 chapters up until the Summer news letter this year where he (seemingly) accidentally implied there'd be more than 5.
The game itself inconsistently presents a chapter select with 7 slots, and had assets for 11 chapters (0-10)

The 5 thing is because Chapter 5 will be the Roaring, and Chapter 6-7 are a "new future" where you bypass it that wasn't supposed to happen in the original timeline.
That's when the game really starts going off the rails and mystery shit starts getting revealed.

The Roaring will be caused by Noelle (the Angel) making a dark world in an attempt to save her dad (the Angel's Heaven). It's all laid out.

The initial revised pitch after Chapter 2 was that 3, 4 and 5 would be released together next. 6 & 7 haven't been officially acknowledged as far as I'm aware but it seems reasonable to assume they were also going to be bundled together.
5 was delayed after Toby hired a project manager who made them get their shit together and prioritize releasing something ASAP. Toby hasn't said anything about the plans for 5's release, because 3&4 are the priority now. If I had to speculate, 5 will probably be a standalone stopgap release to bridge the gap between 3&4 and 6&7 as the finale.
Toby has in general refused to make any kind of commitment on releases until the thing is done, Chapter 1 was a complete surprise and Chapter 2 was announced just days before release. Since 3&4 will be a paid product and releasing simultaneously on all platforms worldwide, that short notice obviously wouldn't have been possible this time but it's still notable that he's stated next year definitively (anyone who's been following the development updates would have figured that already though).
