Cutscenes use higher internal graphics settings, they are more demanding, and that's why devs lock them to 30 fps. On top of it, there are certain issues in unreal engine when you use various fps in cutscenes. Unlocking fps in cutscenes can lead to unexpected graphical artifacts.
