Console games also use much more aggressive upscaling modes. I don't know anyone who goes below FSR Quality/DLSS Quality modes unless they absolutely have to. PC gamers generally have higher standard and a psychological revulsion to upscaling(because they mocked consoles for using checkerboard upscaling for a decade) so they need more powerful hardware to run games natively.

There are games that have this problem but it's not nearly as many games as people say. In recent memory it's only Monster Hunter Wilds that runs like shit for everyone, and Oblivion that has traversal stutter for everyone.
