It's a skintight fabric so the wrinkle effect should only be very shallow, a normal map or whatever. What left is showing looks more like "collagen wrinkles" rather than "clothes wrinkles"
I think perfection should be planned for to maximise it's chances of happening, but then when you inevitably run into a sufficiently difficult roadblock to it you need to be zen enough to sacrifice a small part of the project for the whole.

There's a limit to the details. Diminishing returns and shit. Small details like wrinkles and independent cloth movement can have a significant impact in having a world that feels more believable, but they can be done with very few resources. All these modern games use nothing but overwrought shitty methods that consume way more power than necessary for things you won't even notice.
Fucking PS2 and PSP games had "cloth physics" in the form of making parts of the model move independently under certain conditions and using an extra layered texture or two which fade in and out to suggest a shift in tension points in the cloth and it looks great with virtually no cost. That webm looks like shit.
Depends if the autistic details are truly autistic and not just some cheap trick to imitate said autistic detail.

For things like scenery it's good, for other things it's usually a complete waste of time because nobody will ever notice unless they're watching a clip specifically meant to show it off. It entirely depends on how much of the engine's resources or the studio's time is wasted on it. If it's an afternoon project that doesn't hit performance? Great, go for it. If it takes months of work and 1/10th of the engine's power to show a girl's panties visibly riding up her ass as she runs, still go for it, that's unbelievably hot.
In that case, it's just slapping on a texture and enabling it in the material. Modders can and do do it. Not that much effort for the devs, although it can add up if there's a ton of little things like that.
Adding the wrinkles capability in the first place would be more an investment in the engine. So if they're licensing Unreal, that's nothing because Epic already made it.
It can be a problem for performance though.

There's detail and then there is 'detail'.
Kojima's games are detailed. It's gameplay first. MGS5 has so much detail that it's replayability is almost infinite, as there is so much stuff that can happen.
RDR2 is 'detailed'. Once you finish the campaign and fool around for a few hours, there is nothing else to do besides stare at the detailed shrinking horse balls.
Graphics will not make your game a lasting and memorable experience.
Only gameplay will.

The shader is pulling so much weight to achieve a similar look. The deforming and reforming of key polygons defined by a physical computational algorithm are more complex, but easier to fine tune.
