Don't get me wrong, it's a good game, but quality and rewarding the actual best game has got nothing to do with this. That's always going to be subjective; what the GOTY at the VGAs is actually about is pushing a narrative about the games industry in general.
And that narrative is thus: AAA games are great and only ever get better. So anything rooted in nostalgia, like a 3D mascot platformer that might suggest that a previous era of games was better than the current one, is going to get passed over.

If you look at Metacritic and its default score showing what has the most reviews, Silent Hill 2 is in the upper 80's with an 86 on console and an 87 on pc. And Dragon age is in the middle with an 84. Space Marine 2 is also not in the middle, its highest score is an 8, the platform with the most reviews gave it an 82 and the second most reviews gave it an 80.
