The level scaling is the same but leveling itself has been tweaked. You get a flat 5/5/2 attribute points every level up and many skills increase far quicker (which is a double edged sword because of the scaling). Conjuration and destruction levels very fucking quickly compared to the original.

There are some tweaks that are immediately noticeable if you've played Oblivion to death but if you haven't played the game in 20 years (like many that bought this haven't), it would feel basically just like you remember. Level scaling is NOT the same.
It is a mix of dynamic, static and gated areas.
So for example not every enemy is running around in end game armour and not every oblivion gate is full of scamps at low level or deadroths at high level.
I did kvatch gate yesterday at 15 and had every type of deadra from the shit scamps up to deadroths (everyone but the captain died in the battle for kvatch castle because I waited for so long to do t, defo meant to be a quest done straight away)
I am still seeing enemies in leather armour and fur, though some non enemy NPCs that were wearing shit armour are now wearing elven armour.
I mean NPCs I saw fresh out the sewers, roxley inn which is right near the sewer gate.

It is 2 new armour sets that when you do the quests you can get them infinitely and they are levelled to your current level, meaning end game you either wear deadric or glass, but now you have 2 other sets you can choose from too.
Plus 2 extra horse armours totalling 4. All for cosmetics.

I have see 1, literally 1 ebony gauntlet, cant remember where I grabbed it but i don't even think it was on an enemy.
Seen 2 or 3 enemies with a glass weapon, none wearing glass armour, only seen 2 enemies wearing eleven armour, and only 1 piece each, 1 had a boot, another had a cuirass and a shield and that was in a higher tier dungeon.
I am level 18 now too, nearly 19.

Most important change is that minor skills also level you up so most likely we could probably get all attributes to 100 at end game, including luck. Maybe.
But yeah its an improvement on OG, scaling is not as brutal but in gated areas like that other anon is saying, assuming he is not lying, you are gonna see enemies with end game armour.

As long as I get to level 30-50 and I still see mook enemies in steel and mithril and still see scamps and atronachs at gates I am fine.

It was the vampires during the Azura star quest. That might be why. I was only level 12 then. I've run into other bandits in various forts but every single one isn't decked out like the vampires were in that mine. Most are usually carrying glass weapons and usually one other piece of good armor. To me, the scaling feels the same but maybe if you've played the game to death you notice the tweaks more.

Combat has been reworked slightly to be a bit more dynamic (mostly cosmetic), enemies don't feel quite as spongey as they used to (though they're still pretty bulky), Agility now increases your damage with shortswords and daggers in addition to bows, and archery has been made less shit. Overall it's a pretty big upgrade from stock Oblivion, it's worth getting if you're feeling pretty starved for TES content or haven't played Oblivion before.

Update: level 20 now and nearly all bandits have daedric gear. The scaling is the same. It doesn't matter though since it's so easy to get to destruction 100 in the remaster that you can just kill them in one hit.

Never ever sleep, buy the candles for frostcrag's spell crafting altar, make the spell, and then cast it on her. Drain for 1 second is very cheap regardless of magnitude. She might actually have enough health at level 1 to take it though since not everything is so rigidly conformed to your level in the remake though
