All the rebellion is doing is chipping away at the Empires ability to prepare for resuming hostilities with the Dominion and ironically forcing the Talos ban to be actually enforced. Given fifteen or twenty years of quiet, the empire would have been able to almost completely replenish their forces while the dominio wouldn't have recovered a fraction of that, which is why the Thalmor are so interested in maintaining this civil war.

The Dominion is much, much more powerful than the Empire. The Septim bloodline is over and they basically had a mandate of Heaven, Akatosh directly supported them. The Empire lost Akatosh's favor and now he is back to supporting the Mer as Auri-El. So now, the Empire has no path back to dominance. Unless humans get another demi-god or Numidium or something then they are doomed, and the dying Empire is not going to help with that. Titus Mede was some random hick warlord who captured a sacked city, there is nothing special or divine about the Empire anymore.

Zoomie here, playing oblivion remastered for the first time as I was 5 when it came out and never got around to it. It seems like the racial elements of the lore play way more of a role in Skyrim specifically? Like in Oblivion there doesn’t seem to be much tension between the different races, I don’t really get the sense that there’s necessarily some competition between high elves and Imperials for supremacy or anything like that. The Empire basically begged Ulfric to rebel by throwing him in prison and then trying to imprison him again for his duel which was 100% legal.
