If you listen to the audio tracks in World Tour, Randy gushes about Duke, interviews people to make it sound like he was crucial to Duke's development (he wasn't, just some fledgling mapper who got his shot in the industry).

It's about ego. Randy sees (or at least, saw) Duke as his ticket to fame. Just because Gearbox isn't using him now doesn't mean they wouldn't have if DNF wasn't so poorly received. You have to remember all of this scheming would have been BEFORE Randy saw the sales numbers. It might have been before he really knew Borderlands was going to take root for them (DNF was just 2 years later, the groundwork for him to acquire Duke could have started way sooner)
