One also needs to consider budget; is it worth paying half your budget to have The Rock (tm) as the voice of the main protagonist, or is it better to pay a fraction of the cost for someone who is more likely to be invested in your project and could possibly provide just as good (or even better) of a job than the "top dog"? That is not to say that the voice actor will be 100% better 100% of the time, but just jumping straight to hiring some A-lister makes me think that weren't very passionate and simply wanted somebody to fill some shoes for ez publicity.

2) EN Genshin's dub has been better than the JP dub for a few years. It feels like the voice director for JP changed a few years back (around Sumeru's start), and many of the JP performances range for mid to flat out bad. The only "bad" EN performances from Sumeru onwards were Mika and Escoffier. Everyone else ranged from ok to great.

A lot more goes into being competent in theatre work than most people realise. Even screen actors find doing VA work radically different because so much of what they do to make the character gets wasted in just the voice being recorded. As such those learned solely on standing in front of a microphone with no real acting skills results in shittier work. Very much the difference between acting out a character and just reading some lines in a funny voice. Japanese VA is a bit different as it is a legit industry and usually involves some degree of classical training or acting adjacent work which makes them better at doing the VA stuff. Where as current western 'professional' VA is usually trained by screaming on Discord. The big names in Western VA are usually from a time when this wasn't considered a proper industry and have earned their spots through real veterancy and experience and usually have some sort of proper acting background as they only started doing VA as side work.
