There is no way to upgrade the bios for the motherboard if the bios does not come updated to support 5000 series ryzen CPU's.
I think it's better to go with the 13100f or 12400f (whatever is cheap).
microcenter bundles are sometimes pretty good but you end up with a overkill CPU for your GPU.
the rx 580 is too weak to handle a 5500 or 13100f in any games at 720p lowest settings, your CPU is going to rest at 20% usage.
a 4060/5060 would get around 3x the performance.
I think the sweet spot for a gaming PC is at $700+ (without the monitor).

This build made sense on a budget in 2017, if you buy something like this today that's just throwing money in the garbage. No new games will run on it. You'd be getting more value for the money from a series s or ps5. If you're talking used parts and getting everything for 200 bucks tops yes, it may make sense for someone who has literally no budget.

The minimum budget for a budget build nowadays is 800+. At least a 1tb nvme, another 2 or 5tb for an hdd, 32gb of RAM, and the rest towards a GPU, from a 3060 12gb and above. AM4 with a 5600 or 5500 could be fine, but if you want to actually upgrade you'd have to spend money for a new mobo too.
