Actually, that can be blamed on Deep Silver.
Volition was legally obligated to focus on the reboot until it finished development (when the final DLC released), and after that they would've shifted focus to finishing the patch.
Deep Silver then dissolved Volition once said obligations were completed in regards to the reboot.
Really, Deep Silver is to blame for everything that went wrong with the reboot. It was originally pitched as a sequel/interquel set around the post-SR2 era if I recall, and publisher demands whittled it down into a new game, with a new cast, a new setting, new themes, a new look on gang life, and even a new set of colours for the Saints (teal instead of purple because it tested better). Whole thing was a shitshow.

Freespace 1 and 2 were their only good games.

Volition themselves hated all of "their" old games at the time they were shut down. I can't imagine how bad a 2025 game from them would be, basically doubling down on the Saints Row reboot.
3 is still the best game.
It and SR4 both had very boring, by the numbers, Ubisoft like sandboxes, in addition to SR3 dropping a lot of 1/2's more humorous elements.

A lot of people view Volition as like this big entity that hated everything SR, when in reality corporate shit goes down bad. The guy running publicity typically has nothing to do with game dev which is where this perception comes from- that guy is just paid to advertise the game in ways approved by the publisher.
