I actually always liked how a part of his character later in the story is coming to terms with realizing, yeah, he really was just being a selfish terrorist for vengeance rather than his pretend moral posturing. And when Rufus decided he and Tifa would get executed, he's not pissed about the mere idea of it, but instead kind of realizing that yeah, he probably kind of deserves it, only flipping out because he still wants Tifa safe and the Weapon intervention making him act on his own terms.

SUCH AS when it's revealed Shinra was going to drop the Sector 7 plate, the camera cuts to the Shinra Tower with Reeve protesting that dumbass decision. More to the point, why does it need to just be a coincidence. It's more likely that Avalanche proved themselves to be pests, they control the media, so when they realized the Airbuster didn't kill them they decided to drop the Plate. Making it so that it was ALL ACCORDING TO KEIKAKU is stupid on several levels. On a narrative level, Barret is given an out for what he did and the lessons he needed to learn. On a practical level, if they were A OK with allowing Avalanche to blow up the first Reactor, why would they then defend the second reactor? On a character level, we get scenes of Jessie struggling with her guilt for something we as an audience know full well wasn't her fault. And on a practical level, this would mean Shinra started blowing up their own mega city before they made the decision to restart Neo-Midgar. What the fuck!
