It really isn't, and I don't know what you base this assumption on. Mortals in Warhammer Fantasy can still be strong and capable to take on anything the setting throws at them, including Greater Daemons or Daemon Princes, if they just have enough plot armor.
The TTRPG itself isn't that low-powered either. PCs may start weak, but they can become equally capable. It being such a mudcore system is an overstatement (and also depends on how the GM runs it).

It's easier to clean moldlines if you do it right after cutting bits out of the sprue. Then you have to just run the knife around them in 360° and you can be sure you got them all cleaned up.
If you start cleaning them after assembling they are now everywhere all over the mini so good luck getting them all. And whatever you missed will pop up once painted

As someone who is a professional illustrator, the answer is sort of yes. Though it may not always be as straightforwards as "I need this NPC portrait to be as gay and black as possible, please", but usually it's more like you'll do a batch of characters, and someone will be like "Hm...these are ok but it's too white. Maybe you should do one with some 'other' features. Nudge, nudge", and then usually you're in a position where they're not TELLING you what to do, but they're implying that you need to do it because it's the "right" thing, and if you don't you probably will be castigated for it.

Other times, you just have an art director who is super hands-on and will straight up give you facial references or similar things, and just say that's what they want. And if they're paying for it, and it's your job, then they get it.
