I did everything in the game on Expert without the OP Stendhal (only got it after the patch). I can't even get his HP down to 75% in the second phase. I'm not sure if I even reached 90%, to be honest.
And I tried on Story mode too. Every hit of every of his attacks kills me instantly, I've never managed to even dodge, let alone parry a full combo in phase two. And as soon as he removes Maelle, it's already over, because if I have a 0.001% chance of beating him, it's through critical marked Gommage that should deal him ~10kk. At least it does in the first phase.
I don't believe I could beat him even if I spent the whole weekend trying.
The final boss has a specific attack I could not figure out the timing and it wasn't worth the risk of trying to parry so I just dodged instead. Also the petank melee attack pisses me off. Seems like it has the tighest timing in the whole game despite it being a nothing enemy.

It's still an RPG at it's core and it sounds like your party setup just sucks. You should do Simon after all other content in the game.
Do you use cheater pictos on everyone? Avoid shields and instead go for shell buffs and survivor pictos. Sciel 2x damage buff? Greater slow pictos + an attack that slows down the fucker?

Like I said, I did everything in the game, aside from the final dungeon. Maelle, Lune and Monoco are 93, the other two are 88, because I use them less.
Yes, I have no shields and do have cheater on everyone plus pictos that increase AP + Second Chance + Survivor. Haven't tried Sciel's buff or slowing him down. But what's the purpose of shell if he constantly lowers my HP to 1 with an unavoidable attack?

There's a pictos that fills the enemy's break meter when you die. That's what carried me through this fight. Break his ass after every attack he gets.
Empowering Dodge exists and if you want to game Wheel with Monoco with one of his weapons, then dodging at certain intervals becomes mandatory. Besides that, it's the low risk option in cases you're just feeling out specific encounters and attack timings.
Dunno, they should have added an early picto that regens health on dodge, with more on perfect dodge, or something like that. The window for dodging isn't so much more forgiving than parrying that it's an attractive option over just going for the parry. Even if you fuck up once or twice and don't get the counter-attack, you get an AP on every parry and there's more pictos that enhance it.

Pre-nerf I hit him for 215 million with stendahl without gambler or truly maximizing damage. Even if the stendahl nerf plus medalum nerf drops damage like 80%, that would still be 43 million. I was running everyone with agility pictos, sciel going first auto-applying all buffs to self, then using her cheater turns to spread greater version of her buffs to the whole party and give Maelle double damage. 2nd character applies greater defenseless with melee attack, then uses ranged attack to apply burn and mark. Maelle is setup with literally anything that boosts damage. More damage to burning, more damage per shield and auto-shields on start, inverted, etc.

I put a some into vitality and a few into defence early on, but if I bothered to redistribute, I'd remove some vitality and all defence at the least.
