The first game is about early growing pains of survival and proving you can survive the worst storm in history, but once you're set up and once you can survive - then what? The world is now bigger than just a crater in the ground, there's more humans than just New London. What does actual living look like for humanity, how has it changed, is it possible to thrive? What happens when you no longer have emergency dictator powers and need to actually let humanity develop? All questions worth exploring and it requires a different approach than the approach of FP1.

FP2 is a different genre of game with different goals, it was never intended to be the "second attempt to make a better version of the original" type of sequel. But I won't deny FP1 is just better.

If you make a sequel whose goal is to just be a direct upgrade over the original, then the original is rendered obsolete. Like how nobody ever plays Titanfall 1 anymore because Titanfall 2 is just a direct upgrade, so Titanfall 1 was killed by its sequel. If Frostpunk 2 was just more of the same game except 2x the development time and 3x the budget, it would've most likely just rendered Frostpunk 1 obsolete. To avoid this, creators don't try to directly one-up the previous entry but instead try to do something different.

With modern technology we could survive -150c. Super thick walls, aerogels for plugging holes, underground shelter, airlocks, HEV suits, multi-layered windows with gaps between each, etc. Basically the same things we'd use for a Mars colony in the open plains.
But realistically a man in 1886 could not survive this. He could survive well below -80c with super thick clothes in insulated space with heating powered by a massive generator, but -150c is just an unfathomable level of cold. At this temperature the gases in the atmosphere alter their state and seep down onto the ground, those are the frost tendrils you see in the game and touching it would be like taking a liquid nitrogen bath. The CO2 would also fall to the ground.
