Starfire knows English but immensely struggles with expressions, colloquialisms, metaphors, and other grammar issues. Even if you picked up a "magic language" the same way she does with regular spoken languages, you'd probably still fail to cast spells with it unless you had other kinds of ties to magic. It took Starfire being literally soul-swapped into Raven's body to be able to use her magic, likely because Raven's body itself is what allows her to do magic.
Starfire is admittedly dumb. Her sister also did the same thing but has a much greater depth of language and sounds more like a native than starfire who has been here for a while.
