The problem with p-zombies is you can't know if a person is conscious or just an automaton that acts like what we think a conscious person would act like.
You can only know that you yourself are conscious.
So if Deltarune tries to cast doubt on whether Ralsei is conscious, it would be hard to prove yes or no to the player.
Generally, we assume that other humans are conscious, because if i myself am conscious and i emerged from the same process & environment other humans emerged from, there's no good reason to believe other humans wouldn't be conscious.
The problem in Deltarune is that the player is not explicitly a lightner or a darkner. We don't share existential similarity with any of the main cast, so a very solipsistic player can refuse to assume that Susie or Kris or Noelle are conscious. That person could argue that they are programs shown by DEVICE_SURVEY, created and programmed to act a specific way in response to your inputs without actually having their own thoughts or inner worlds. Just mannequins or puppets. This person would say that the Lightners are not in any different a situation than the Darkners.
Maybe Ralsei is "not real", in the sense he is programmed to behave a certain way by the dark world and there is no mind/awarness/soul at the core of the thing called Ralsei. But maybe there is no such thing for the thing called Susie either.
Maybe at some point in the game Susie will question whether Ralsei is self aware, but where could that get us? Susie can never be a Darkner, so she can never attempt to experience existence as one. Ralsei might beg and plead that he is conscious and thinking and feeling, and Susie will never be able to know if the thing calling itself Ralsei is a p-zombie that acts like a person but possesses no personhood. It's pretty much a dead end for storytelling. Whichever answer she chooses can only be reached with a leap of faith.

I want to reiterate when I say this that i still mean this "within the world of Deltarune". I don't mean "they're not conscious because Deltarune is a video game". In Pokemon Red, you play as Red. Since you are Red, you would probably never assume Blue could be a p-zombie. You'd assume Blue is as conscious as you are -- within the world of Pokemon that you are suspending your disbelief to enjoy.
Deltarune is different. You play as either the soul or as you inhabiting the soul. Whatever you are, you are not a fully embodied Lightner or Darkner. You are made to "connect" to this world as an outside entity. So, you have no reason to assume the Lightners are self-aware beings like you are. They could be p-zombies. All within the world of Deltarune that you are suspending your disbelief to enjoy.

The fact that he says "past the dark" but not "past the light" or anything equivalent to that makes me thing he's just talking about the Light World. A Darkner going past the clouds of the Dark World could only see into the Light.

I meant that in the way that all fiction is real in your heart and mind. Even if the characters never actually existed, you still knew them like real people, followed them on their adventures, and care about them deeply as though they were real friends of yours. I think the message of the game is that its okay to do that, even if they aren't truly real.

I think an interesting twist which would capitalize on the divide between player and player character would be to make the player aware early on that Kris is the knight while leaving the other in-game characters ignorant. We are mechanically unable to go up and initiate conversations with Susie or Ralsei while they are in our party, so we are forced into the role of passive observer while still nominally being the one in control.
Or there are just multiple knights, that'd be cool too.

Knowing the meta nature of the game, I don't know if that distinction will still exist by the end of the story, and even if it does, Toby could very easily put in a metaphorical equivalent such as hometown being a simulation and all of the lightners being programs in that simulation.

The games seems to me to be about fiction and layers of fiction. So the question of consciousness and p-zombies isn't nearly as important as whether or not fictional characters can still matter despite being fiction. Can Ralsei still be Susie's friend even if he's only a fantasy? Can Susie still be yours even if she too is a fantasy?

The Knight is both multiple niggas, and a specific individual.
At first, The Roaring Knight is various different Lightners who all somehow or another discovered how to create Dark Fountains for various reasons.
But the reputation The Knight gets from Darkners sets up a template. A template waiting for a guiding hand of light to bring an idea to life. And when Kris and Susie answer the call of sealing Dark Fountains, they latch onto the idea of The Knight because of how often the title has come up.
It is through this that The Knight becomes a bastard child creation between the Darkners who speak highly of them, and the Lightners who believe in them. And because Kris and Susie already interpret The Knight as a mighty being, this grants the Darkner made manifest the same qualities as Ralsei or The Original Starwalker but on an even HIGHER level, being able to traverse Light AND Dark freely as a being born of the beliefs of both sides.
There will be a point where TWO fountains open simultaneously in completely different places, and both are attributed to The Roaring Knight.
