Your base hit rate is your weapon level, +1% per 5 agility and another +1% per 10 luck, then the whole thing gets multiplied between 0.75 and 1.25 depending on how full your fatigue bar is.
If you have 50 agility and 40 luck against an enemy with 0 stats you'll get 100% hit rate around level 66-67 in a skill.

Fatigue management is almost all there is to it (not just for combat btw), along with not using a poor weapon skill (below 30).
Charging attacks does not change your chance to hit, you merely increase the damage. The damage range you see on a weapon isn't random, 1-10 means minimum damage of 1 (attack spam) and maximum damage of 10 (hold until animation stops, then release). Depending on the weapon type you may want to spam instead of charging your attacks.
If the fight is easy and you're not in danger, consider spamming attacks in order to level up the skill faster.

I am a fan of fantasy storytelling, inventory management, dungeon crawling, and character building. But is all happens at such a snail’s pace if you play blind, and wikiing stuff spoils the fun anyway

Lowering strength is one thing but mmaking you immobile in a cave is another. Especially for new players, there's not reason to believe 0 strength wouldn't just cause overencumbrance and slow walk/no jump like Oblivion or Skyrim.

Effectiveness for rolling to hit, evade or block is = (0.75 + (0.5 * (Current Fatigue / Maximum Fatigue))) which can get painful. This can be especially bad when unable to even hit the target. Just keep an eye on the bar and don't run it down to 0 by running around unless you have stamina potions to use. Other skills are affected in other ways so generally wait for the bar before doing just about anything even lockpicking and merchanting.

Keep in mind you can do the same in skyrim, but the games level scaling is so obtrusive due to the stat power creep that if you level non combat skills too high you can soft lock yourself from killing things, cant even buy training to become proficient in combat unless you are power gaming it and going out of your way to train a combat skill 5 times per level. Not that skyrim even has as much non combat skills or ways to play as morrowind anyways.

Last i checked those games could be "ruined" by playing certain ways as well. just dont use the easter egg merchants in morrowind or exploit mercantile skill, then you probably wont have enough gold to train all that much anyways, if you do then so what? Its not like this is skyrim where having 100 in blade makes you do 225% more damage because of all the perks and inherent % increase from skill. weapon skill in morrowind is hit chance, and strength in morrowind is 50% more dmage at 100 strength. Its not like skyrim where you get 50% more damage from skill, then 100% from perks + another 25-75% from power attack perks depending on what weapon you are using + the bleed,crit, or armor ignore perks increasing damage further, which makes it so if you level up just that skill and only that skill you will effectivly out level the game due to having so many % bonuses at once.

All you know is a very fast paced and unpunishing experience where a bit of time is all you need to recover from anything and where a single death means nothing.

Yes, it was different in a way that made exploration more interesting. Some areas or bosses had a minimum level. It was rare but you could find say a dragon priest at lvl 1 but he would be higher level and just 1 shot you, so you need to come back and try again later.

Stuff would still level with you though, but bethesda did some superficial changes like giving a chance an area would spawn a low lvl bandit that would get 1-2 shot to make you feel your character progression, and bandits would always have lower tier gear instead of glass like oblivion.

the main difference is that you only get the higher-tier drops from dungeon chests and the enemies just inexplicably hit harder with their steel/steel-equivalent gear

yeah they are tribunal content. Devs seemed to assume everyone installing the DLC was and would always be finished with the main game or something. DLC also completely ruin the "Rumor" dialog from the base game as well.

Does anyone know how to fix this glitch? I used OpenMW before and I never encountered this bug until the most recent build of OpenMW? For some unknown reason every ebony chest piece has this glowing effect even though it has no enchantment. Has any other anon encountered this issue before?

The idea of consequences and choices in general has greatly been watered down by the permeating cancer of 'every player must experience all the content' mentality.

Just look at the Souls series. This generation's idea of a hard game. Except it's not even remotely hard unless you impose 50 different arbitrary rules on yourself. I miss the days when a game being challenging was just expected. You'd play kids games and platformers and they were hard. There was always an element of challenge to it.

Nowadays, a game is either entirely centered around being challenging, or it's not challenging in the slightest.

They are, but they're not as bad as people think they are. They have levelled variants that are designed to be fought at lower levels, and there's a maximum amount of times they'll attack you when resting. The only way they "break the game" is that their medium armour is pretty good and has a reasonably (but not excessively) high value.
They also stop completely after you talk to some dude in Ebonheart which isn't hard to get to at the start of the game.

Always carry at least 5 jugs of Sujamma so you can go full drunk retard strength.

If they arent easy for your character then they are annoying, if they are easy then you just got end game level armor easier than you should have and ruined your characters progression. Finding your first good set off armor should be an event not something the game just throws at you at level 1 imo.

I'm a first time player and I had a bonewalker rape my strength stat where I couldn't move.
I chugged some alcohol that gave +30 strength, which was enough to walk again, as well as dropped a few items.
I then looked up on wiki (yes I know) how to fix it. "go to an imperial shrine". I went to one, bang, it was fixed.
The game throws alchohol at you everywhere early game from looting crates or just on tables that gives 30-50 strength for like 1 minute+.
I didn't even need to reload an old save to unsoft lock myself. I just had enough alcohol to chug it back to town then find a method to fix it.
And then after it happened, I learned how to prepare so it doesn't occur again and whenever I encounter Bonewalkers, Im more careful in combat, and they maybe hit me with the debuff only once, which is easily fixed with a potion sip.
The game teaches you this stuff and it feels good to overcome the odds.
Giving up and chucking a willy is why games like it dont get made anymore.

like every 2-3rd crate you loot from caves or even houses, has str alcohol. i think there is 3 different variants, which just is like +20 +30 +50 etc.
They are very easy to have like 15+ of them very early in the game from natual gameplay.

it's hardly powergaming. you get a few hundred gold from watching Fargoth if you don't hand it in, a few hundred gold from the dead taxman quest, and can easily make a few hundred just selling items from around the town. pillage an ancestral tomb or two, which are super easy, and you'll be pushing a few thousand by the time you reach Balmora. I'm not suggesting anything you shouldn't be able to do with just a little bit of exploration and engaging with the game's systems on a basic level. if you just ignore everything around you and run straight to Caius, that's not the game's fault.
